Stop saying science facts on every scan

Right now I have science chit chat turned on, and every planetary scan in FSS triggers a statement. After the 10th ice world in a row, I think I know what ice worlds are. Why not say it once, and flag it as having been said.

Although, it is fun having Vasco go say "Fascinating" after each time Celeste spit one of those out. Almost like he means it. But then, 10 in a row - argh...

You can decrease the frequency in the customiser of how often this fires... but yeah, this is something that I personally disable when I go into exploration mode
