Its because of the fact that you have the panels set to only activate when you look at them. This is to prevent *some* forced motion sickness from when the profile swaps between panels / tabs when you ask for the pack to do the commands.
So basically, even though you have keybinds associated for the left / right / top / bottom panel, pressing those when you only have them set to activate when you look at them will result in nothing happening.

Problems with requesting docking.
I need a bit of help please, I play Elite in VR and have my panels setup to focus the panel when I look at them. Whenever I request docking nothing happens (other than my voice pack saying "requesting docking", but there are NO error sounds as if I missed a binding), However if I LOOK at the panel and open it in VR while saying "request docking" everything works perfectly. Can someone help me out please?.
I'm sure this worked perfectly before I had to reinstall my voice packs and Voice attack so I'm thinking I've just overlooked something.
