You would have to create a new set of custom bindings to be used in this case.

This is because Elite Dangerous *itself* will recognise it as a different device, and so it will "start afresh" using the new controller.

In this case: Choose the control scheme for each of the 4 sections in ED (3 for Horizons) as you want. Chances are you will have to choose a generic joystick template for it (and reassign buttons accordingly).

Then make a *singular* change to each of them (so that each section gets renamed to "Custom".

Then open the HCS Customiser -> Keybind Creator and choose "Custom 4.0" (or Custom 3.0 if Horizons) and then create.

It should now be usable ingame.

I have just upgraded from a t16000m hotas to a Turtle Beach Velocity One flightdeck but when I load voice attack it can't find the keybinds in the bindings folder, HCS custom bindings are in the folder How do I direct voice attack to them ( the turtle beach hotas does not show when I open customise my bindings) any help would be much appreciated.
